What is the Golden Rule about landlord service charges?

Major Dubai developer permit systems check the property account before approving a Move-In Permit. If the landlord, not the tenant, has outstanding service charges on the property, the permit application is blocked regardless of how complete the tenant’s own documentation is. This needs to be confirmed before the move date is set. If there are outstanding charges, the landlord needs to clear them before the permit can be approved which can take several days to coordinate.

What is the Friday prayer blackout?
